The ELITE approach is a simple and systematic method for assessing moving and handling tasks. Each letter stands for a key consideration that workers should evaluate before lifting or moving objects. Here’s a breakdown of ELITE:

However, ELITE is only a memory aid: employers must first avoid hazardous manual handling where reasonably practicable, assess any handling that cannot be avoided and reduce the risk as far as reasonably practicable.
Note ELITE is not a substitute for a suitable and sufficient risk assessment, and it is not a method formally prescribed by the HSE.
Is ELITE a legal requirement?
No. ELITE is a practical memory aid rather than a legal requirement or an assessment method formally prescribed by the HSE. Employers must nevertheless comply with the Manual Handling Operations Regulations 1992 by avoiding hazardous manual handling where reasonably practicable, assessing unavoidable handling and reducing the risk of injury. ELITE can support this process, but it does not replace a suitable and sufficient risk assessment.
ELITE, TILE, LITE and TILEO are memory aids used to identify factors that may affect the safety of a manual handling activity. They cover much of the same ground, although the letters appear in a different order and some versions include an additional category.
What are the steps in the ELITE manual handling approach?
Environment: where will the handling take place?
The environment where the task takes place can have a significant impact on safety. This first step involves assessing the area and ensuring it’s safe and suitable for the lift:
- Check for obstacles: Remove any items that might impede movement or create tripping hazards.
- Ensure adequate lighting: Poor lighting can lead to slips or inaccurate positioning of loads.
- Assess floor surfaces: Ensure floors are dry and stable, as slippery or uneven surfaces can increase the risk of accidents.
- Temperature: Consider whether the temperature could affect the grip or handling of the object, especially in extreme heat or cold.
By ensuring the environment is safe, workers can focus more fully on the task at hand, reducing the likelihood of accidents.
Load: what is being moved?
The load refers to the object being lifted or moved. It’s important to evaluate both the weight and stability of the load before attempting to move it:
- Weight assessment: Consider the load’s weight alongside its size, shape, stability, grip and the way it must be moved. There is no single legally defined “safe lifting weight”.
- Stability: Check whether the load is stable or if it has parts that may shift during movement, which could cause the worker to lose balance.
- Shape and size: An awkwardly shaped object might require additional handling precautions. Large or bulky items can obscure vision and increase the risk of injury.
Knowing these aspects helps determine whether the load is safe to lift independently or if additional help is needed.
Individual: who will perform the task?
The individual refers to the worker’s own physical capacity, health, and skill level, all of which play a role in safely performing the task:
- Physical capability: Workers should assess their own physical readiness for the task. Factors like strength, stamina, or any medical conditions can impact their ability to perform safely.
- Training and experience: Trained workers are less likely to sustain injuries, as they’re familiar with proper techniques. Employers should ensure staff receive adequate moving and handling training.
- PPE (Personal Protective Equipment): Consider whether suitable footwear, gloves or other task-specific PPE is required. PPE should support—not replace—measures that eliminate or reduce the manual handling risk.
An honest self-assessment helps the worker determine if they are fit to handle the load or if additional assistance is necessary.
Task: what does the operation involve?
The task itself is a major factor in safety. Workers should consider the complexity and duration of the task to ensure it’s manageable:
- Type of movement: Different movements—such as lifting, lowering, carrying, pushing, or pulling—each present their own challenges.
- Distance: Assess the distance the object needs to be moved and whether that distance increases the risk of strain or fatigue.
- Repetition: Repetitive movements, especially when carrying heavy loads, increase the risk of strain injuries. For frequent tasks, consider using lifting aids or breaking down the load.
By assessing the task’s specifics, workers can adopt the most suitable techniques and reduce the risk of strain or injury.
Equipment: what could eliminate or reduce the risk?
The final E in ELITE stands for Equipment. Using proper equipment can significantly reduce physical strain and improve the safety of moving and handling tasks:
- Choose appropriate lifting aids: Tools like trolleys, hoists, or pallet jacks are essential for moving heavy items with minimal risk.
- Inspect equipment: Ensure that any lifting or moving equipment is in good working order. Damaged or malfunctioning equipment can pose serious risks.
- Training in equipment use: Workers should be trained in how to operate lifting aids to ensure they’re used correctly and safely.
Using equipment effectively can take much of the physical strain off the worker, enabling safer and more efficient handling.

A practical ELITE example
An employee needs to move several boxes of printer paper from a delivery area to a storeroom. Before starting, the task is considered using ELITE:

In this example, the safest solution is not simply to improve the employee’s lifting technique. Using a suitable trolley, clearing the route and reducing the size of the loads can remove or significantly reduce much of the manual handling risk.
ELITE vs TILE, LITE and TILEO
What is the difference between them?
TILE and LITE contain the same four factors. Only the order of the letters changes. Both prompt the assessor to consider:
- what the task involves;
- who will carry it out;
- the characteristics of the load; and
- the environment in which it will take place.
TILEO adds Other factors. These may include the availability and suitability of handling aids, appropriate clothing or personal protective equipment, work organisation and any other issue not adequately covered by the first four categories.
ELITE covers the same four principal factors but places Equipment in a separate category. This draws attention to whether manual handling could be avoided or made safer through the use of a trolley, hoist, conveyor, lifting attachment or another mechanical aid. It should also prompt checks that the equipment is suitable, maintained and used by trained workers.

Which acronym should you use?
There is no legal requirement to use a particular acronym, and none of these memory aids is a complete risk assessment method in its own right. The most appropriate one is normally the version used consistently within your organisation’s training and assessment procedures.
Whichever acronym is chosen, the priority remains the same: avoid hazardous manual handling where reasonably practicable, assess any operation that cannot be avoided and reduce the risk of injury as far as reasonably practicable.
For straightforward activities, an acronym can provide a useful initial check. More complex or higher-risk operations may require a detailed assessment using an appropriate tool, such as the HSE’s MAC tool for lifting, carrying and team handling or its RAPP tool for pushing and pulling.
When is a detailed assessment needed?
An ELITE check can help identify common hazards, but it may not provide enough detail for complex or higher-risk manual handling activities. A more detailed assessment is needed when there is a significant risk of injury or when it is unclear how the risk can be adequately controlled.
This may be the case when:
- loads are heavy, bulky, unstable, difficult to grip or potentially harmful;
- the task involves frequent lifting, prolonged carrying or repetitive movements;
- workers must stoop, twist, reach, lift above shoulder height or handle loads away from the body;
- the activity involves strenuous pushing, pulling or team handling;
- space is restricted or floors are uneven, slippery or obstructed;
- handling takes place in extreme temperatures or poor lighting;
- mechanical aids are unavailable, unsuitable or difficult to use;
- individual capability, pregnancy, disability or an existing health condition could affect the risk;
- workers report pain, fatigue or difficulty completing the task; or
- an accident, near miss or significant change indicates that existing controls may be inadequate.
The assessment should examine the task as it is actually performed, involve the employees who carry out the work and identify practical measures to eliminate or reduce the risk. Assessors should avoid relying on weight alone, as there is no single legally defined safe lifting limit.
Depending on the activity, an appropriate HSE tool may be used:
MAC tool for lifting, carrying and team handling;
V-MAC tool where the weight of loads varies;
RAPP tool for pushing and pulling; or
ART tool for repetitive upper-limb tasks.
The assessment should be reviewed if the task, load, environment, equipment or workforce changes, or if there is reason to believe that the existing assessment is no longer effective.
